His experience includes overall project management, PSR preparation, highway lighting design, traffic signal design, intersection geometrics design, complete streets design, roundabout design, lighted crosswalk design, fiber optic and other ITS design, traffic control design, street design, pavement assessment and rehabilitation, hydrology analysis/studies, storm drainage design, and grading/drainage/paving design. Her engineering experience encompasses intersection geometric design, including signing and striping, roadway and highway design, grading and drainage design, construction traffic control design, traffic signal design, street lighting design, ITS design, rail alignment design, and roundabout design. Celina’s transportation planning experience includes traffic impact analyses, shared parking analyses, signal/stop warrant analyses, and traffic signal timing and coordination studies. Celina has been providing services to the City of Mountain View as an extended city staff member for several years.

Project Experience

City of Mountain View On-Call Traffic Engineering Services, Mountain View, CA

Project Manager at the City of Mountain View since 2016, as part of the staff augmentation services within the on-call contract. Services performed for the city include reviewing traffic-related items for land development projects, reviewing traffic control plans for excavation permits, reviewing traffic-related items for capital improvement projects, and reviewing traffic analysis scope, traffic studies, trip generation memorandums, signal warrant analyses, and parking analyses. Miscellaneous tasks include reviewing contractor submittals and change orders, providing on-site construction support for traffic-related items, assisting with traffic signal timing/programming, running truck turning templates, reviewing roadway and safety lighting, and providing technical assistance and guidance to in-house design staff.

Foothill Expressway Operational Improvements, Santa Clara County, California

As Lead Design Engineer, Celina designed traffic signal modifications at two intersections, overall intersection geometrics, roadway improvements (i.e., roadway widening, bike lane/shoulder, sidewalk, median, curb and gutter, ADA curb ramps, etc.), grading and drainage improvements, signing & striping improvements, and temporary traffic control plans. The project also required fiber optic splice diagrams for the fiber optic cable improvements along Foothill Expressway.

Charleston Corridor Phase 1 Project, Mountain View, California

As project engineer, Celina designed the preliminary layout of the intersections along Charleston Road between Huff Avenue and Shoreline Boulevard, which included both one-way and two-way cycle tracks, bus stations on both sides of Charleston Road, and the green streets concept. Celina designed the traffic signal improvements at all intersections along this segment. Signal improvements include interconnect and adaptive system modifications. Celina also assisted with the intersection layout and signing and striping improvements and prepared temporary traffic control and detour signage plans. The temporary traffic control included the design of enhanced crossing systems, including blinker signs with button actuation and audible warning messages. Celina also prepared signal timing sheets for the new intersection operations.

Project Experience

Capital Improvement Program Development and Management, Calaveras County, CA

As a senior engineer for the Department of Public Works, Jennifer was responsible for the annual planning, development, and implementation of the department's Capital Improvement Program (CIP). Duties performed included identification of project funding sources; preparation of state and federal grant applications; preparation of Requests for Proposals and Invitations to Bid; and preparation and management of professional services agreements and construction contracts; technical design review and quality assurance for staff prepared plans, specifications and estimates (PS&E); review and approval of consultant prepared PS&E; assist and advise County Project Managers with identification of project priorities, milestones and deliverables, as well as schedule and budget tracking, in order to ensure efficient project delivery; preparation of annual expected revenue/expenditure reports for incorporation into the Department’s budget; coordination with a multitude of partners and stakeholders including, but not limited to, State Resource Agencies, Caltrans, FHWA, local school districts, utility companies, private property owners, other Public Works Divisions and County Departments.

Front Street (Highway 146) / Oak Street Intersection Improvement Design, City of Soledad, California

Lead Design Engineer. Improvements included the construction of a dedicated northbound right turn lane on Front Street (SR 146). Roadway widening required the construction of a new retaining wall and the relocation of several underground and above-ground utilities, including utility pole relocation, telephone manhole & utility pull box adjustments, water valve adjustments, electrical line relocation, and fiber optic line relocation. Level of service analyses and a comprehensive traffic signal warrant analysis were performed.

Carmel River Elementary School Circulation & Parking Lot Improvements, Carmel Unified School District, California

Lead Design Engineer. On-site civil improvements included the design of several parking areas, sidewalks, and retaining walls for ADA-compliant pedestrian access to several classroom buildings, crosswalks, and ADA-compliant pedestrian ramps. Grading is designed to provide adequate slopes for stormwater drainage.
