Our Service Capabilities
The company has strong expertise working on general civil design projects, such as grading & drainage, general road design, and pavement rehabilitation. TL Engineering specializes in working with public transportation design projects such as complete streets design, traffic signal design, roadway lighting, roadway design, ADA compliance, RRFB design, signing and striping design, bikeway design, ITS design (including adaptive systems, fiber optic communications, and CCTV), traffic control plans, project management, stop/signal warrants, traffic engineering studies, and other transportation engineering services.
Public Agency Experience
TL Engineering’s team offers a full range of engineering services to public agencies throughout the region. Our team is familiar with public permit processing with local jurisdictions, like local towns and cities. In addition, our team is also familiar with permit processing with larger jurisdictions, like counties and the state (Caltrans). Our staff has extensive experience in processing projects with Caltrans, including through the encroachment permit process, the PEER/DEER process, and the PSR/PR process.

The TL Engineering Team becomes an extension of your staff, and your projects' success defines our success. Our staff has been providing civil & traffic engineering services to local agencies for the past 20 years. Since TL Engineering was just founded in 2022, these services were provided by our team staff while still employed at other engineering firms. However, since the founding of TL Engineering, our staff has continued to provide these services to our clients, which demonstrates our commitment to our clients and proves our clients’ trust in our work products.
Traffic Planning and Design Review Services
TL Engineering staff has been providing traffic-related review services for the cities of Gilroy, Morgan Hill, Mountain View, and San Carlos, as well as for Santa Cruz County, for many years. Review services include reviews of traffic studies, traffic signal design, roadway and intersection improvements design, traffic control plans, and traffic signal timing plans. TL Engineering staff has also been providing staff augmentation & plan checking services to the City of Mountain View for the last nine years. Our staff have been primarily tasked with reviewing off-site improvement plans as part of land development projects, roadway improvement plans for capital improvement projects, as well as reviewing traffic impact studies and other traffic-related documents.
Traffic Engineering Capabilities
Our traffic engineering expertise extends from traffic planning to street-level design and from inception to implementation of projects with Project Study Reports (PSR), Intersection Control Evaluation (ICE), traffic calming, ADA compliance, public transportation, intersection analysis, parking, and highway improvements. Our traffic engineers have extensive experience working with city, county, regional, and state agencies to produce effective designs that balance efficient travel with health, safety, and environmental concerns.
